Interpreters

An interpreter is a person who, appointed in accordance with this law, translates a spoken or written word from the Montenegrin language into a foreign language, from a foreign language into the Montenegrin language, or from a foreign language into another foreign language.
Interpreters are also persons who translate sign (gestural) language.
License conditions
A person can be appointed as an interpreter:
- who is a Montenegrin citizen or a citizen of a member state of the European Union;
- who has general health and business ability;
- who has not been convicted of an act that makes him unworthy to perform the duties of an interpreter;
- against whom criminal proceedings are not conducted for a criminal offense for which prosecution is undertaken ex officio;
- who has higher education, VII 1 level of education qualification;
- who has at least five years of work experience with higher education;
- who, along with knowledge of the Montenegrin language, has a complete command of the language from which he is translating or into which he is translating speech or written text;
- who knows the organization of public authority, judiciary and state administration and procedural legal terminology.
Article 34 of the Law on Interpreters stipulates that a citizen of a member state of the European Union may be appointed as an interpreter in accordance with this law from the date of Montenegro's accession to the European Union.
Interpreter for sign (gestural) language, in addition to the conditions from paragraph 1 para. 1 to 6 and paragraph 8 of Article 6 of the Law on Interpreters, in addition to the knowledge of the Montenegrin language, he must be fully proficient in sign (gestural) language.
Fulfillment of the conditions from paragraph 1 para. 7 and 8 of Article 6 of the Law on Interpreters is verified at the interpreter exam.
Exceptionally from paragraph 1 para. 5 and 6 of this article, a person with at least secondary education can be appointed as an interpreter, if there are no more than five appointed interpreters for a specific language.
Special requirements for qualifications
Along with the request from paragraph 1 of this article, the candidate submits:
- a short work biography;
- certificate of Montenegrin citizenship, that is, citizenship of a member state of the European Union;
- certificate of health and business capacity;
- a certificate from the competent court that no criminal proceedings are being conducted against him for a criminal offense for which the prosecution is undertaken ex officio;
- a diploma of the Faculty of Philology for the specific language for which the position is sought or proof of higher education and internationally recognized proof of knowledge of the language for which the position is sought (advanced level, e.g. C2 according to the European Reference Framework), i.e. proof of knowledge of sign (gestural) language ;
- certificate of work experience and recommendations of translation experience.
Exceptionally from paragraph 2 indent 5 of this article, Montenegrin citizens whose mother tongue is the language for which the appointment is requested, and which is in official use in Montenegro, are not required to submit internationally recognized proof of knowledge of the mother tongue as the language for which they request the appointment for interpreter.
A candidate who is a citizen of a member state of the European Union also submits proof of knowledge of the Montenegrin language, in accordance with the regulations governing Montenegrin citizenship.
Recognition of qualification
If there is mutual recognition of qualifications with some countries, state which countries and how the qualifications are recognized
A citizen of a member state of the European Union can be appointed as an interpreter in accordance with the Law on Interpreters from the day of Montenegro's accession to the European Union.
The request for qualification recognition is submitted to kabinet@mpa.gov.me
Fees
The cost of taking the interpreter exam is 20% of the average gross salary in Montenegro for the previous year. (Currently 197.40 euros)

Legal remedies
A lawsuit may be filed in the Administrative Court against the decision on the rejection of the application for the appointment of an interpreter within 20 days from the date of delivery of the decision to the party.
