License conditions

• responsible person who must have the VII1 qualification level of mining education of another appropriate technical faculty and meet the conditions:
is older than 21 and younger than 65 years of age;
has not been convicted by a final decision for a criminal offense that is prosecuted ex officio, except for criminal offenses against public traffic safety;
against whom criminal proceedings are not conducted for crimes against life and limb, the constitutional order and security of Montenegro, humanity and other goods protected by international law, general safety and property, property and public order and peace;
which in the last three years has not been punished by a final decision for an offense against public order and peace with elements of violence;
which has the medical capacity to handle explosive substances;
which is professionally trained to handle explosive materials.
• a storage facility, that is, a temporary storage for which a use permit has been issued;
• fulfilled conditions related to preventive and protective measures as well as physical and technical protection of facilities;
• request for the issuance of a permit.

Required documentation

• proof of qualification (mining and other appropriate technical faculty) - diploma of completed studies;
• proof that the responsible person has not been convicted by a final decision for a criminal offense prosecuted ex officio, except for criminal offenses against public traffic safety;
• proof that no criminal proceedings are being conducted against the responsible person for crimes against: life and limb, constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
• proof that the responsible person has not been punished by a final decision for an offense against public order and peace with elements of violence in the last three years;
• proof of medical ability to handle explosive substances;
• proof of professional qualification for handling explosive substances;
• evidence of fulfillment of conditions related to preventive and protective measures as well as physical and technical protection of facilities;
• proof that he has a storage facility, that is, a temporary storage for which a use permit has been issued;
• proof of paid administrative fee.
