The production of explosive substances at the place of use can be carried out by a company that is registered to perform that activity and that has a license for the production of explosive substances at the place of use.
License conditions
• a responsible person who must have the VII1 level of education qualifications in the appropriate field and meet the conditions:
is older than 21 and younger than 65 years of age;
has not been convicted by a final decision for a criminal offense that is prosecuted ex officio, except for criminal offenses against public traffic safety;
against whom criminal proceedings are not conducted for criminal offenses against: life and limb, constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
in the last three years, it has not been punished by a final decision for an offense against public order and peace with elements of violence;
has the medical capacity to handle explosive substances;
is professionally trained to handle explosive materials.
• persons who will handle explosive substances during production must have at least level III education qualification and meet the following conditions:
that they are older than 21 and younger than 65 years of age;
they were not convicted by a final decision for a criminal offense prosecuted ex officio, except for criminal offenses against public traffic safety;
against whom criminal proceedings are not conducted for criminal offenses against: life and limb, constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
in the last three years, they have not been punished by a final decision for an offense against public order and peace with elements of violence;
have the medical capacity to handle explosive substances;
they are professionally trained to handle explosive materials.
• specialized equipment for immediate and immediate production of explosive substances at the point of use;
• manufacturer's certificate that the raw material for production is not explosive, in accordance with the UN number;
• request for the issuance of a permit.
Required documentation
• evidence of the qualification of the responsible person and the person who will handle explosive substances during production;
• proof that the responsible person and persons who will handle explosive substances during production have not been convicted of a criminal offense prosecuted ex officio by a final decision, except for criminal offenses against public traffic safety;
• proof that there are no criminal proceedings against the responsible person and the person who will handle explosive substances during production for crimes against: life and limb, the constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
• proof that the responsible person and persons who will handle explosive substances during production in the last three years have not been punished by a final decision for an offense against public order and peace with elements of violence;
• proof of the health capacity of the responsible person and the person who will handle explosive substances during production for handling explosive substances;
• proof of the professional qualification of the responsible person and the person who will handle explosive substances during production for handling explosive substances;
• proof of fulfillment of preventive and protective measures;
• usage permit for the production and storage facility;
• data on the name and type of explosive substances to be produced;
• elaboration on the technological process of production;
• description of the quality control system;
• data on the place of use where production will take place;
• data on the time in which production will be carried out;
• explanation on the justification of production at the place of use;
• proof of paid administrative fee.
