License conditions

• a responsible person who must have the VII1 level of education qualifications in the appropriate field and meet the conditions:
is older than 21 and younger than 65 years of age;
has not been convicted by a final decision for a criminal offense that is prosecuted ex officio, except for criminal offenses against public traffic safety;
against whom criminal proceedings are not conducted for criminal offenses against: life and limb, constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
in the last three years, it has not been punished by a final decision for an offense against public order and peace with elements of violence;
has the medical capacity to handle explosive substances;
is professionally trained to handle explosive materials.

• production and storage facility;
• request for the issuance of a permit.

Required documentation

• proof of qualification - diploma of completed studies of the responsible person;
• proof that the responsible person has not been convicted by a final decision for a criminal offense prosecuted ex officio, except for criminal offenses against public traffic safety;
• proof that no criminal proceedings are being conducted against the responsible person for crimes against: life and limb, constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
• proof that the responsible person has not been punished by a final decision for an offense against public order and peace with elements of violence in the last three years;
• proof of the health capacity of the person responsible for handling explosive substances;
• proof of professional qualification of the person responsible for handling explosive substances;
• proof of professional qualification for handling of persons who will handle explosive substances during production;
• use permit for the production and storage facility;
• evidence of fulfillment of conditions related to preventive and protective measures as well as physical and technical protection of facilities;
• data on the name and type of explosive substances to be produced;
• elaboration on the technological process of production;
• description of the quality control system;
• proof of paid administrative fee.
