License conditions

• a responsible person who must have at least V level qualifications of education in mining and other appropriate technical faculty and meet the conditions:
is older than 21 and younger than 65 years of age;
was not convicted by a final decision for a criminal offense prosecuted ex officio, except for criminal offenses against public traffic safety;
against whom criminal proceedings are not conducted for criminal offenses against: life and limb, constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
in the last three years, it has not been punished by a final decision for an offense against public order and peace with elements of violence;
has the medical capacity to handle explosive substances;
is professionally trained to handle explosive materials.
• at least one employed person who has been issued a permit to carry out blasting operations;
• a storage facility, that is, a temporary storage for which a use permit has been issued;
• request for the issuance of a permit.

Required documentation

• proof of qualification (mining and other appropriate technical faculty) - diploma of completed studies of the responsible person;
• proof that the responsible person has not been convicted by a final decision for a criminal offense prosecuted ex officio, except for criminal offenses against public traffic safety;
• proof that the responsible person is not being prosecuted for criminal offenses against: life and limb, constitutional order and security of Montenegro, humanity and other goods protected by international law, general security and property, property and public order and peace;
• proof that the responsible person has not been punished by a final decision for an offense against public order and peace with elements of violence in the last three years;
• proof of the medical fitness of the person responsible for handling explosive substances;
• proof of professional qualification of the person responsible for handling explosive substances;
• authorization to carry out blasting work for an employee;
• proof that he has a storage facility, that is, a temporary storage for which a use permit has been issued;
• proof of payment of the administrative fee.
