Waste collectors-carriers

The collection or transport of waste can be carried out by a company or an entrepreneur if it has equipment for the collection or transport of waste and the required number of employees.
License conditions
Enrollment in the register of collectors or transporters is made on the basis of a request that specifically contains:
- information about the applicant (name and address, that is, name and seat);
- specification of the types of waste to be collected or transported, including the characteristics of the waste.
- the territory where waste will be collected, that is, transported.
- location and method of waste storage (information about the warehouse, description of the warehouse, title deed and building permit for the facility-hall).
- method and type of transport (evidence of owning or renting at least 2 waste transport vehicles);
- technical and organizational capacities (containers for collecting waste, means for handling waste, electronic scales and electronic equipment for issuing invoices, equipment for washing vehicles, temporary storage);
- extract from CRPS.
- real estate deed or real estate lease agreement.
- an insurance policy for accidents or damage caused to third parties or their belongings, which is submitted annually to the Agency.
- consent of the local self-government unit in whose territory the collection will be carried out, i.e. through whose territory the waste will be transported.
- the need for an environmental impact assessment for the activity in the facility.
Special requirements for qualifications
- At least 2 employees (copy of diplomas, employment contracts, copy of work book).
- The collector of non-hazardous waste should have an employed manager with a completed level V qualification from the sector (natural sciences, engineering and production technologies) and at least one employee to carry out waste collection operations with a completed at least level III qualification.
- The collector of hazardous waste should have an employed manager with a completed VII level of qualification from the sector (natural sciences, engineering and production technologies) and at least one employee for the performance of waste collection operations with a completed at least III level of qualification.

Legal remedies
Against the decision on registration in the register of collectors, an appeal can be lodged with the Ministry of Tourism, Ecology, Sustainable Development and Development of the North within 15 days from the day of its receipt and through this authority.
