The service is provided through a procedure intended for a sports organization - the competent national sports federation that submits a request for consent to the rulebook on obtaining a license to perform the duties of a coach.
License conditions
The request is submitted to the Ministry by the sports organization through the authorized person for the representation of the sports organization.
Along with the application, the party must submit the following documents:

Relevant regulations
Article 32 paragraph 10 of the Law on Sports ("Official Gazette of Montenegro", number 44/2018 and 123/21),
Law on Administrative Procedure ("Official Gazette of Montenegro", no. 56/14, 20/15, 40/16 and 37/17).
Permits
The institution is obliged to process the submitted Application and approve it within 30 days. The Ministry determines whether the rulebook, which prescribes the detailed conditions, method and procedure for obtaining a license to perform the work of a trainer, was drawn up in accordance with the law.
If the documentation is incomplete, the Ministry of Sports and Youth, in accordance with the Law on Administrative Procedure, sends a request for supplementing the documentation to the applicant and leaves a deadline (from 3 to 8 days) for supplementing it. If the party does not complete the documentation within the given deadline, an additional deadline (from 3 to 5 days) is left for the same. If the specified deadline is not met, the request is rejected.
If during the procedure it is determined that there is a reason for rejecting the request, the Ministry will allow the party to participate in the procedure before issuing a decision on rejection. The deadline for making a decision is 30 days from the date of submission of the request.
If the prescribed conditions are met, approval is given to the rulebook, which prescribes the detailed conditions, method and procedure for obtaining a license to perform the work of a coach.
Legal remedies
The party has the right to file a complaint with the Administrative Court of Montenegro (Bulevar Svetog Petra Cetinjskog 130, Podgorica) within 20 days from the date of receipt of the Decision. The deadline for the decision of the competent authority is 30 days from the day of receipt of the formal complaint. During the lawsuit proceedings, if the first-instance authority sees new facts, there is a possibility of making a new decision, i.e. of a positive decision, which ends the legal proceedings.
