Motor vehicle license extract
License conditions
The license is valid for five years from the date of issue, is in the name of the carrier and is non-transferable
- has a real seat, i.e. residence in the territory of Montenegro;
- has a good reputation;
- has financial capacity;
- has a person responsible for transportation who is professionally trained;
owns, rents or leases vehicles;
- has concluded a contract on compulsory passenger insurance for the consequences of an accident for each vehicle used for transportation.
The following documentation is submitted with the request for a license:
A photocopy of the passenger or cargo transport license issued in the previous period;
Photocopy of the Decision on registration in the Central Register of Business Entities;
Extract from the Central Register of Business Entities that the legal entity or entrepreneur is registered for the activity of transporting passengers or cargo;
Original Certificate of the competent authority on data from the "criminal record" for a legal entity, a responsible person in a legal entity and a person responsible for transportation, that is, an entrepreneur (Certificates are issued by the Ministry of Justice, Human and Minority Rights);
Original Certificate of the competent authority on the data from the "offense records" for the legal entity, the responsible person in the legal entity and the person responsible for transportation, i.e. the entrepreneur (Certificates are issued by the Ministry of Justice, Human and Minority Rights);
Proof of financial ability - EUR 9,000 for the first vehicle and EUR 5,000 for each subsequent vehicle (as evidence of financial ability, attach one of the following documents: a document listing individual fixed assets, including purchase costs or payments for vehicles, business premises, devices and equipment (appraisal by an authorized person - original), document on ownership of unencumbered immovable property for which the carrier is responsible for its activity, bank guarantee, etc.);
Evidence that the person responsible for transportation is professionally qualified (copy of the Certificate of Professional Qualification for Transportation Management, issued by the Chamber of Commerce of Montenegro);
For the person responsible for transportation, a copy of the work book and certificate of application for insurance shall be submitted;
Photocopies of valid traffic licenses for motor vehicles;
Certificate of fulfillment of special conditions for vehicles (Faculty of Mechanical Engineering - Podgorica, phone: 020/234 - 019);
Concluded contract on mandatory insurance of passengers as a result of an accident for each vehicle used to transport passengers;
Motor vehicle lease agreement (if it is a motor vehicle in lease);
Proof of payment of license fee and administrative fee for application 2 euros and decision 3 euros;
Proof of payment of the fee for the license extract for each vehicle (10 euros) and the administrative fee for the request 2 euros and the decision 3 euros.

The license extract for a motor vehicle is issued on the basis of the Law on Road Transport, among other things, it is prescribed that the extract of the license is issued on the basis of a request submitted to the Ministry by the carrier individually for each motor vehicle that carries out public transport of passengers or cargo based on the license . Also, it is prescribed that the license extract is issued to the carrier for the period for which the license was issued and the carrier may not transfer it to another person, and that the license extract can only be issued for a vehicle for which there is adequate financial capacity in accordance with the provisions of the aforementioned law .
The following documentation is submitted with the application for obtaining a license:
A photocopy of a valid license;
Photocopy of the license extract issued in the previous period;
A photocopy of the traffic license for a motor vehicle;
Evidence of financial ability (e.g. vehicle appraisal, bank guarantee, ...);
Certificate of fulfillment of special conditions for vehicles or a copy of the CEMT Certificate of correctness of a cargo or trailer vehicle (Faculty of Mechanical Engineering - Podgorica, phone: 020/234 - 019);
Concluded contract on mandatory insurance of passengers as a result of an accident for each vehicle used to transport passengers (for buses and passenger vehicles for limo service);
Motor vehicle lease agreement (if it is a motor vehicle in lease);
Proof of payment of the license extract fee for each vehicle (10 euros);
Proof of payment of the administrative fee for the request 2 euros and the decision 3 euros;
