Import of tobacco, processed tobacco and tobacco products

Import of tobacco, processed tobacco and tobacco products can be done by a business company or an entrepreneur. The authorization for performing the mentioned activity is issued for a period of five years, and the extension of the authorization is carried out under the conditions and in the manner prescribed for the issuance of the authorization. The request for the extension of the approval shall be submitted no later than 30 working days before the expiry of the validity period of the approval.
License conditions
- a business company, i.e. an entrepreneur can engage in the import of tobacco, processed tobacco and tobacco products if it is registered in the CRPS;
- meets the prescribed minimum technical requirements for the wholesale trade of goods;
- has concluded an agreement on the purchase of tobacco, processed tobacco, i.e. tobacco products with a foreign manufacturer or an authorized distributor of a foreign manufacturer of tobacco, processed tobacco, i.e. tobacco products, as well as that the importer of tobacco products is authorized by a foreign manufacturer, i.e. an authorized distributor of a foreign manufacturer for distribution of these tobacco products to the market of Montenegro;
- that the company/entrepreneur and responsible person in the company, in the last three years preceding the submission of the application for the issuance of the approval, has not been convicted of the criminal offense of illegal trade, that is, of the criminal offense of illegal production of tobacco, processed tobacco and tobacco products;
- pay an administrative fee of EUR 20 for a decision on fulfillment of the conditions for importing tobacco, processed tobacco and tobacco products;
- pay an administrative fee of EUR 10 for registration in the register of importers of tobacco, processed tobacco and tobacco products;
- Request for issuance of approval for the importation of tobacco, processed tobacco and tobacco products.
Special requirements for qualifications
- proof of registration in CRS - registration decision;
- proof of the fulfillment of minimum technical conditions - trade report certified by the Department for Market Inspection;
- a concluded contract with a manufacturer or an authorized distributor of a foreign producer of tobacco, processed tobacco, or tobacco products;
- evidence from criminal record - Ministry of Justice;
- proof of payment made.

Administrative fee: EUR 20 for a decision on the fulfillment of the conditions for importing tobacco, processed tobacco and tobacco products;
Administrative fee: 10 EUR for registration in the register of importers of tobacco, processed tobacco and tobacco products;
Administrative fee for issuing a certificate from the criminal records of the Ministry of Justice: 3 EUR (per certificate).
